Andrew f4ec009840 feat(helm): in-cluster MariaDB CR (toggleable for dev) ...

Renders only when mariadb.enabled=true. Generates a random root
password Secret with helm.sh/resource-policy=keep so uninstall
doesn't orphan the data volume.
